At a debate this week, Rick Santorum alluded to the House Bank, which once allowed lawmakers to make overdrafts on their personal checking accounts. His opponent's attack ad was unpolished and not entirely accurate (overdrafts are different from bounced checks), but nevertheless caused Gingrich some damage.
