Lawmakers Who Were Around for the Last Big Tax Reform

News reports suggest that Congress will take up comprehensive tax reform next year.  The last major overhaul of the tax code took place in 1986. The difficult passage of that legislation could hold lessons for today's would-be reformers.  So how many members of the incoming 113th Congress were serving when that bill passed?

Only about 5 percent of the House but 21 percent of the Senate.

In the House, 22 members (10 R, 12 D) of the 113th Congress (2013-14) served in the 99th (1985-86).  Twenty-one senators (7R, 14 D) served in the 99th Congress.  Of this total, 11 were in the Senate at the time, while 10 were in the House.

How many of these 1986 veterans serve on the tax-writing committees?  Two are on the House Ways and Means Committee:  Democrats Sander Levin and Charles Rangel.  The Senate Finance Committee has a larger contingent:  Democrats Max Baucus (chair), Jay Rockefeller, Ron Wyden, Charles Schumer, Bill Nelson, and Thomas Carper, as well as Republicans Orrin Hatch (ranking member), Charles Grassley, and Pat Roberts.

Senate party leaders Harry Reid and Mitch McConnell were present for the 1986 tax reform.  Neither Speaker John Boehner nor House Minority Leader Nancy Pelosi were serving at that time.
