Equal Time

Trump appears to be referencing the FCC's equal time rule, which applies to broadcast TV and radio stations, not cable TV. More importantly, the provisions only apply to a legally qualified candidate for public office, so it's unclear how this would apply to the president, who is not up for re-election until 2020.
The president also seemed to be inferring that the equal time provision would apply to commentaries, like Jimmy Kimmel's monologues on health care. It is unclear how this would fall under equal time, since the rule is usually invoked when a candidate appears on the program or is granted some other form of free air time.
