Measuring Patriotism

Many posts have discussed patriotism.

Frank Newport at Gallup:
The Journal survey asks Americans to rate the importance of “patriotism.” Gallup doesn’t measure the importance of patriotism per se, but we do have a measure asking Americans how proud they are to be an American -- presumably measuring the same underlying concept. Additionally, the Journal question has four response options -- very important, somewhat important, not that important and not important at all, while the Gallup question has five response options -- extremely, very, moderately, only a little or not at all proud.

In our latest asking this year, 39% of Americans said they were extremely proud to be an American and 28% said very proud. The Journal’s polling in this year’s update found that 38% say patriotism is very important to them, with another 35% saying it is somewhat important.

There are differences in the trending over time on the two measures of patriotism. Gallup’s measure of those saying they are extremely proud to be an American shows a decline from 55% in 2001 to 45% in 2019, and then a modest decline to 39% this year. The combined top two categories in Gallup’s polling (that is, adding extremely and very proud together) show a leveling off over the past three years.
The Wall Street Journal trend shows a decline in the percentage choosing the top category (patriotism rated as very important) from 70% in 1998 to 61% in 2019 -- when both surveys were conducted by telephone -- but a very steep drop to 38% this year, when the survey was conducted by web. The combined top two categories (very and somewhat important) went from 93% in 1998 to 88% in 2019 to 73% this year.

Thus, while both studies show a decline over time using their respective measures of patriotism, Gallup does not see the very large decrease evident in the Journal data over the past four years. Again, how much of the Journal decline may be due to the change in the mode of interviewing is unknown. However, the consistency of Gallup telephone methods suggests that the observed leveling off since 2019 may be the more valid indicator of what is happening in the underlying population.

National Pride 2023

At 39%, the share of U.S. adults who are “extremely proud” to be American is essentially unchanged from last year’s 38% record low. The combined 67% of Americans who are now extremely or “very proud” (28%) also aligns with the historically subdued 65% reading one year ago.

Party identification remains the greatest demographic differentiator in expressions of national pride, and Republicans have been consistently more likely than Democrats and independents to express pride in being American throughout the trend. That gap has been particularly pronounced since 2018, with more than twice as many Republicans as Democrats saying they are extremely proud. Republicans are also nearly twice as likely as independents to express the highest degree of pride.

The latest findings, from a June 1-22 Gallup poll, show 60% of Republicans and 29% of Democrats expressing extreme pride in being American. Both figures are statistically similar to last year’s readings. Independents’ current 33% extreme pride is also essentially unchanged, but it is their lowest on record by one percentage point.

In addition to party identification, age appears to significantly affect Americans’ national pride. Whereas 50% of U.S. adults aged 55 and older say they are extremely proud to be American, 40% of those aged 35 to 54 and 18% of 18- to 34-year-olds say the same.

Aggregated data from 2020 to 2023 provide a sufficient sample for analysis and show that younger adults in all party groups are significantly less proud than older adults of the same political persuasion.

WSJ-NORC Poll on Patriotism, Religion, and Civic Culture

Patriotism, religious faith, having children and other priorities that helped define the national character for generations are receding in importance to Americans, a new Wall Street Journal-NORC poll finds.

The survey, conducted with NORC at the University of Chicago, a nonpartisan research organization, also finds the country sharply divided by political party over social trends such as the push for racial diversity in businesses and the use of gender-neutral pronouns.

Some 38% of respondents said patriotism was very important to them, and 39% said religion was very important. That was down sharply from when the Journal first asked the question in 1998, when 70% deemed patriotism to be very important, and 62% said so of religion.

The share of Americans who say that having children, involvement in their community and hard work are very important values has also fallen. Tolerance for others, deemed very important by 80% of Americans as recently as four years ago, has fallen to 58% since then.Bill McInturff, a pollster who worked on a previous Journal survey that measured these attitudes along with NBC News, said that “these differences are so dramatic, it paints a new and surprising portrait of a changing America.’’ He surmised that “perhaps the toll of our political division, Covid and the lowest economic confidence in decades is having a startling effect on our core values.’’

A number of events have shaken and in some ways fractured the nation since the Journal first asked about unifying values, among them the Sept. 11, 2001, terrorist attacks, the financial crisis of 2008 and subsequent economic downturn and the rise of former President Donald Trump

"America First"

Popular memory, as captured by Wikipedia, currently credits Woodrow Wilson with coining the phrase “America First” during his 1916 presidential campaign. Wilson certainly popularized it, in a 1915 speech urging native-born Americans to view hyphenate immigrant Americans with suspicion and to demand of naturalized citizens: “Is it America first, or is it not?” But he didn’t originate it.

At an 1855 “American convention” held in Philadelphia, the American Party adopted a platform that would have sweepingly denied political and civil rights to immigrants. Speaking during a downpour, a nativist politician from New York told the crowd, to cheers: “American as I am, I decidedly prefer this rain to the reign of Roman Catholicism in this country … I, as an American citizen, prefer this rain or any other rain to the reign of foreignism … I go for America first, last and always.”

“America first, last and always” may sound simply patriotic, but since the 1850s it has consistently invoked nativist restrictionism and economic protectionism, and often urged isolationism. It has often accompanied anti-immigrant violence and conspiracy theories. In 1876, an anti-Catholic editorial called on every American “in this Centennial year, to renew the declaration of independence, to declare himself and the nation free, as it ought to be, from the thraldom of every foreign power — whether England or Rome — and to begin again where our forefathers began, with America first, last and always.”

During the latter decades of the 19th century a widespread belief developed that Britain supported free trade as part of a secret plot to thwart the growth of American industry; Republicans responded with a protectionist tariff and “America First.” Well before Wilson, in 1888, Benjamin Harrison promised home labor and protectionism under the “Republic Banner” of “America First, the World Afterwards!” in an election fought over tariff policy.

Rep. Murphy Statement

Thank you, Mr. Chairman. At one of our first hearings, Chairman Thompson explained that the members of this committee would not spend much time talking about ourselves. Rather, we would let the evidence play the leading role. And the Chairman was right, because this isn't about promoting ourselves as Individuals.

It's about protecting the country we love. And it's about preserving what actually makes America great: the rule of law, free and fair elections, and the peaceful transfer of power from one elected leader to the next. But if I may say a word about myself and why I'm proud to serve on this committee, I'm the only member of this committee who was not blessed to be born an American. I was born in Vietnam after the Vietnam War, and my family and I fled a communist government and were rescued by the US Navy, and were given sanctuary in America. My patriotism is rooted in my gratitude for America's grace and generosity. I love this country. On January 6th, four decades after my family fled a place where political power was seized through violence, I was in the United States Capitol fleeing my fellow Americans.

Members of the angry mob had been lied to by a President and other powerful people who tried to convince them without evidence that the election had been stolen from them. Some of them then tried to use physical violence to overturn the outcome of a free and fair election. Our committee's overriding objective is to fight fiction with facts; to create a full account for the American people and for the historical record; to tell the truth of what happened and why it happened; to make recommendations so it never happens again; to defend our democracy.

To me, there's nothing more patriotic than that. Thank you. Mr. Chairman, I yield back.

Partisanship, Pride, and Patriotism

Republicans' pride in being American has consistently outpaced Democrats' and independents' since 2001 and does so today. However, Republicans' extreme national pride (58%) is now at its lowest point in the trend. Independents' extreme pride, at 34%, is likewise the lowest on record for the group.

After hitting a 22% low point in 2019, Democrats' extreme pride rose to 31% in 2021 at the start of Joe Biden's presidency, but it is down this year to 26%.

All three major party groups show double-digit declines in pride compared with 2013, with Democrats' 30-point decline the largest. The current 32-point gap in Democratic versus Republican pride is larger than the historical average though smaller than the record-high 54-point gap in 2019.

Patriotism and Ukraine

To understand how a healthy patriotism can lead to solidarity with and empathy for others, it’s worth returning to perhaps the most helpful framing of the virtues of patriotism and the temptations of nationalism that I’ve ever read. In his book The Four Loves, C.S. Lewis outlines the ways in which citizens should love their nations.

First, he uses a key word—“home.” He compares the love of your country to the “love of home, of the place we grew up in or the places, perhaps many, which have been our homes; and of all places fairly near these and fairly like them; love of old acquaintances, of familiar sights, sounds and smells.”

When I read those words, I know instantly what Lewis is talking about. If you’ve ever traveled abroad for any length of time, you might remember that feeling of comfort the moment you return. It’s akin to that sense of comfort you feel when you open your front door and walk into your own house. This is where I am from. This is where I belong.

But he continues, explaining how this feeling of national belonging can be an expression of selflessness. “As the family offers us the first step beyond self-love,” writes Lewis, “so this offers us the first step beyond family selfishness.”

Critically, love of country rooted in love of home “is not in the least aggressive.” It “asks only to be let alone.” That’s not to say that it’s pacifistic, but “it becomes militant only to protect what it loves.”

And here’s the final element. Because healthy patriotism is rooted in this deep and natural sense of home, it rebukes any sense of chauvinism or xenophobia. “In any mind which has a pennyworth of imagination it produces a good attitude towards foreigners,” Lewis says, “How can I love my home without coming to realise that other men, no less rightly, love theirs.”

And this turns us to Ukraine. The Ukrainian people are a suffering people, swallowed for generations by the Russian Empire and by the Soviet Union. It endured the Holodomor, the Soviet terror-famine that killed millions. Part of it is presently occupied, and it’s been fighting with Russian-backed separatists for most of a decade.

No one claims that Ukraine is a perfect country. Like many former Soviet republics, it has struggled to find its footing. It’s endured authoritarianism, and it battles corruption. But, in Lewis’s words, it is “not in the least aggressive.” It “asks only to be let alone.” As a nation that has endured its own aggressive attacks, how can we not empathize? How can we not do what we reasonably can to deter Russian aggression and help Ukrainians defend themselves?

Vaccines and Patriotism

When a polio vaccine became available in the United States in the 1950s, the March of Dimes, an organization that had been affiliated with President Franklin D. Roosevelt, made a major advertising push, with posters featuring young children who were most at risk of being infected, recalled René Najera, editor of the History of Vaccines project at the College of Physicians of Philadelphia. To boost public interest in the vaccine, Elvis Presley got vaccinated backstage at “The Ed Sullivan Show.”

“It was seen as a patriotic thing,” Dr. Najera said.

Today, the government has planned public education efforts, but the issue has remained fragmented and divisive.

Hispanic (Not Latinx) Voters

An important thing to remember about the Hispanic population is that they are heavily oriented toward upward mobility and see themselves as being able to benefit from available opportunities to attain that. Three-fifths of Latinos in the national exit poll said they believed life would be better for the next generation of Americans.

They are also patriotic. By well over 3:1, Hispanics in the VSG survey said they would rather be a citizen of the United States than any other country in the world and by 35 points said they were proud of the way American democracy works. These findings on patriotism are confirmed by results from the 2020 More in Common Identity and Belonging study, where the views of Hispanics contrasted starkly with the negative views of progressive activists.

Clearly, this constituency does not harbor particularly radical views on the nature of American society and its supposed intrinsic racism and white supremacy. They are instead a patriotic, upwardly mobile, working class group with quite practical and down to earth concerns. Democrats will either learn to focus on that or they will continue to lose ground among this vital group of voters.

Marc Caputo and Sabrina Rodriguez at Politico:

As Democrats seek to reach out to Latino voters in a more gender-neutral way, they’ve increasingly begun using the word Latinx, a term that first began to get traction among academics and activists on the left.

But that very effort could be counterproductive in courting those of Latin American descent, according to a new nationwide poll of Hispanic voters.

Only 2 percent of those polled refer to themselves as Latinx, while 68 percent call themselves “Hispanic” and 21 percent favored “Latino” or “Latina” to describe their ethnic background, according to the survey from Bendixen & Amandi International, a top Democratic firm specializing in Latino outreach.

More problematic for Democrats: 40 percent said Latinx bothers or offends them to some degree and 30 percent said they would be less likely to support a politician or organization that uses the term.

Being Truly American

More than nine in ten Americans say that it is somewhat or very important to being “truly American” to believe in individual freedoms, such as freedom of speech (slightly up from 91% in 2018 to 95% today), to believe that every citizen should be able to vote in elections (93%), to accept people of diverse racial and religious grounds (up from 86% in 2018 to 92% today), and to respect American political institutions and laws (91%). Nearly eight in ten (79%) say it is somewhat or very important to being truly American to be able to speak English.[4] This percentage has gone down consistently, from 89% in 2015 to 83% in 2018 and 79% today.

Fewer Americans, but still a majority, think it is very or somewhat important to being truly American to believe that capitalism is the best economic system (59%) and to believe in God (56%). Thinking a belief in God is important to being truly American declined substantially, from 69% in 2015 to 52% in 2018. Republicans are significantly more likely than Democrats to think that both belief that capitalism is the best economic system (77% and 50%, respectively) and belief in God (78% and 45%, respectively) are important to being truly American. Independents closely mirror all Americans. Most religious groups have similar beliefs, but members of non-Christian religions and religiously unaffiliated Americans are less likely than Christian groups to say that believing capitalism is the best economic system (50% and 44%, respectively) and believing in God (40% and 21%, respectively) are important to being truly American.

Less than half of Americans think being born in America (48%, substantially down from 58% in 2015, but similar to 50% in 2018) is somewhat or very important to being truly American. Most Republicans (62%) say it is important to be born in America, compared to 44% of independents and 43% of Democrats. Majorities of Black Protestants (70%), white evangelical Protestants (58%), and white Catholics (54%) agree that being born in the country is important for being truly American. Other Christians (52%), white mainline (non-evangelical) Protestants (51%), and Hispanic Catholics (49%) are divided over this question. Members of non-Christian religions (39%) and the religiously unaffiliated (33%) are the least likely to think that being born in America is important to being truly American.

Just over four in ten Americans believe that being Christian (43%, substantially down from 53% in 2015 and 39% in 2018) is somewhat or very important to being truly American. Republicans (63%) are more likely than independents (37%) and Democrats (35%) to say that being Christian is important to being truly American. Solid majorities of white evangelical Protestants (76%) and Black Protestants (75%) say that being Christian is important to being truly American. Around half of Hispanic Catholics (52%), white mainline (non-evangelical) Protestants (49%), white Catholics (46%), and other Christians (46%) think the same. Only one in ten religiously unaffiliated Americans (12%) and members of non-Christian religions (9%) say that being Christian is important to being truly American.

Less than one in five Americans (17%) believe that being of Western European heritage is important for being truly American. About one in five or fewer Americans across party and religious affiliations think that Western European heritage is important to being truly American. Republicans (21%) are slightly more likely to say this than independents (15%) and Democrats (17%) are.

Proud to Be American

When Americans were asked if there has ever been a time when they were NOT proud to be American, 41% say yes and 58% say no. The proportion who say they have experienced a time when they were not proud to be American has steadily increased, from 31% in 2013 and 35% in 2015 to 41% today.

One in four Republicans (24%), 43% of independents, and a majority of Democrats (54%) say that at some point in their lives they have not been proud to be American. These opinions have remained consistent among Republicans (23%), but independent and Democrat agreement has increased by double digits since 2013 (30% and 36%, respectively).

Religiously unaffiliated Americans (57%) and members of non-Christian religions (55%) are the only religious groups where the majority say there has been a time when they were not proud to be American. Less than four in ten of all other religious groups say there was a time when they were not proud to be American: white Catholics (37%), other Christians (36%), Black Protestants (35%), Hispanic Catholics (33%), white mainline (non-evangelical) Protestants (32%), and white evangelical Protestants (29%).

Masks in 1918

In mid-October of 1918, amidst a raging epidemic in the Northeast and rapidly growing outbreaks nationwide, the United States Public Health Service circulated leaflets recommending that all citizens wear a mask. The Red Cross took out newspaper ads encouraging their use and offered instructions on how to construct masks at home using gauze and cotton string. Some state health departments launched their own initiatives, most notably California, Utah and Washington.

Nationwide, posters presented mask-wearing as a civic duty – social responsibility had been embedded into the social fabric by a massive wartime federal propaganda campaign launched in early 1917 when the U.S. entered the Great War. San Francisco Mayor James Rolph announced that “conscience, patriotism and self-protection demand immediate and rigid compliance” with mask wearing. In nearby Oakland, Mayor John Davie stated that “it is sensible and patriotic, no matter what our personal beliefs may be, to safeguard our fellow citizens by joining in this practice” of wearing a mask.

Health officials understood that radically changing public behavior was a difficult undertaking, especially since many found masks uncomfortable to wear. Appeals to patriotism could go only so far. As one Sacramento official noted, people “must be forced to do the things that are for their best interests.” The Red Cross bluntly stated that “the man or woman or child who will not wear a mask now is a dangerous slacker.” Numerous communities, particularly across the West, imposed mandatory ordinances. Some sentenced scofflaws to short jail terms, and fines ranged from US$5 to $200.

Happy Patriotism

A number of scholars have studied the link between patriotism and happiness, and have found that it is strongly positive. For example, a 2011 study in Psychological Science looked at 31 countries, and found that national pride significantly predicts well-being. Another study found that the relationship between “national satisfaction” and personal well-being was strongest in poorer countries, which the authors explained by noting that people in the most difficult personal circumstances tend to judge their life satisfaction in terms of societal success.

For millennia, the concept of patriotism was tied to a shared ethnicity, religion, or language; love of country without these elements seemed inconceivable. This changed with the American experiment. As Alexis de Tocqueville wrote in a letter to his friend Ernest de Chabrol after arriving in the U.S. in 1831, “Imagine if you can … a society comprising all the nations of the world: English, French, German … All people having different languages, beliefs, and opinions. In short, a society without roots, without memories, without prejudices, without routines, without common ideas, without national character.”

And yet, Americans were peculiarly patriotic. Tocqueville would go on to write in Democracy in America about the new nation’s fractious breed of “irritable patriotism.” Some citizens would assemble “for the sole object of announcing that they disapprove of the government’s course.” Meanwhile, another group would “unite to proclaim that the men in office are the fathers of their country.” But as at odds as they were, no American would permit a foreigner’s criticism of their country. American patriotism, Tocqueville found, was the shared civic spirit of competitive riffraff dedicated to building a nation together.

Obviously, there are people in the U.S. and elsewhere who do use patriotism as a cloak for self-interest. But plenty of ordinary people display patriotism at its best: a real and generous love for their fellow citizens and shared ideals. This is the happy patriotism that can bring a nation back together around a commitment to one another, a celebration of values that transcend disagreements, and a belief that progress is possible, together.

Flag Day and Flag Week:

In the midst of a revolution, less than a year after declaring our independence, the Congress consecrated what would become an enduring emblem of American unity by adopting a national flag on June 14, 1777.

In the 244 years since, the United States has grown and changed across the generations — and our flag has changed in turn. The blue field of stars has been enlarged as our Union has gained in size and strength. The 13 stripes, symbolizing the 13 original States, have held as constant as the bedrock values upon which our Nation was first conceived — the very same values we still cherish, and still reach for, today.

Since adoption of the Stars and Stripes, Americans — and people around the world — have continuously looked to our flag as a symbol of unity and liberty. Our flag has sailed around the globe, and journeyed to the Moon and, now, to Mars. It has flown on fields of battle, and marks the resting places of those who have given what President Lincoln called “the last full measure of devotion” for our country. Its prominence at civic landmarks and seats of public authority communicates the promise of democracy — that under this flag, the rule of law is supreme and the people reign. As we continue the sacred work of building a more perfect Union together, let our flag serve as a reminder to us, and to the world, that America stands for and strives for the promise of freedom, justice, and equality for all.

To commemorate the adoption of our flag, the Congress, by joint resolution approved August 3, 1949, as amended (63 Stat. 492), designated June 14 of each year as “Flag Day” and requested that the President issue an annual proclamation calling for its observance and for the display of the flag of the United States on all Federal Government buildings. The Congress also requested, by joint resolution approved June 9, 1966, as amended (80 Stat. 194), that the President issue annually a proclamation designating the week in which June 14 occurs as “National Flag Week” and calling upon all citizens of the United States to display the flag during that week.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, do hereby proclaim June 14, 2021, as Flag Day, and the week starting June 13, 2021, as National Flag Week. I direct the appropriate officials to display the flag on all Federal Government buildings during this week, and I urge all Americans to observe Flag Day and National Flag Week by displaying the flag. I encourage the people of the United States to observe with pride and all due ceremony those days from Flag Day through Independence Day, set aside by the Congress (89 Stat. 211), as a time to honor the American spirit, to celebrate our history and the foundational values we strive to uphold, and to publicly recite the Pledge of Allegiance to the Flag of the United States of America.

Friends and Fellow Citizens:

Tarry here for a moment. My words shall be few and simple. The solemn rites of this hour and place call for no lengthened speech. There is, in the very air of this resting-ground of the unknown dead a silent, subtle and all-pervading eloquence, far more touching, impressive, and thrilling than living lips have ever uttered. Into the measureless depths of every loyal soul it is now whispering lessons of all that is precious, priceless, holiest, and most enduring in human existence.

Dark and sad will be the hour to this nation when it forgets to pay grateful homage to its greatest benefactors. The offering we bring to-day is due alike to the patriot soldiers dead and their noble comrades who still live; for, whether living or dead, whether in time or eternity, the loyal soldiers who imperiled all for country and freedom are one and inseparable.

Those unknown heroes whose whitened bones have been piously gathered here, and whose green graves we now strew with sweet and beautiful flowers, choice emblems alike of pure hearts and brave spirits, reached, in their glorious career that last highest point of nobleness beyond which human power cannot go. They died for their country.

No loftier tribute can be paid to the most illustrious of all the benefactors of mankind than we pay to these unrecognized soldiers when we write above their graves this shining epitaph.

When the dark and vengeful spirit of slavery, always ambitious, preferring to rule in hell than to serve in heaven, fired the Southern heart and stirred all the malign elements of discord, when our great Republic, the hope of freedom and self-government throughout the world, had reached the point of supreme peril, when the Union of these states was torn and rent asunder at the center, and the armies of a gigantic rebellion came forth with broad blades and bloody hands to destroy the very foundations of American society, the unknown braves who flung themselves into the yawning chasm, where cannon roared and bullets whistled, fought and fell. They died for their country.

We are sometimes asked, in the name of patriotism, to forget the merits of this fearful struggle, and to remember with equal admiration those who struck at the nation's life and those who struck to save it, those who fought for slavery and those who fought for liberty and justice.

I am no minister of malice. I would not strike the fallen. I would not repel the repentant; but may my "right hand forget her cunning and my tongue cleave to the roof of my mouth," if I forget the difference between the parties to hat terrible, protracted, and bloody conflict.

If we ought to forget a war which has filled our land with widows and orphans; which has made stumps of men of the very flower of our youth; which has sent them on the journey of life armless, legless, maimed and mutilated; which has piled up a debt heavier than a mountain of gold, swept uncounted thousands of men into bloody graves and planted agony at a million hearthstones -- I say, if this war is to be forgotten, I ask, in the name of all things sacred, what shall men remember?

The essence and significance of our devotions here to-day are not to be found in the fact that the men whose remains fill these graves were brave in battle. If we met simply to show our sense of bravery, we should find enough on both sides to kindle admiration. In the raging storm of fire and blood, in the fierce torrent of shot and shell, of sword and bayonet, whether on foot or on horse, unflinching courage marked the rebel not less than the loyal soldier.

But we are not here to applaud manly courage, save as it has been displayed in a noble cause. We must never forget that victory to the rebellion meant death to the republic. We must never forget that the loyal soldiers who rest beneath this sod flung themselves between the nation and the nation's destroyers. If today we have a country not boiling in an agony of blood, like France, if now we have a united country, no longer cursed by the hell-black system of human bondage, if the American name is no longer a by-word and a hissing to a mocking earth, if the star-spangled banner floats only over free American citizens in every quarter of the land, and our country has before it a long and glorious career of justice, liberty, and civilization, we are indebted to the unselfish devotion of the noble army who rest in these honored graves all around us.

Polarization, Culture, National Identity

When it comes to key cultural issues, Americans are significantly more divided along ideological lines than people in the United Kingdom, France and Germany, according to a new Pew Research Center analysis of surveys conducted in the four countries in fall 2020.

Across 11 questions on cultural subjects ranging from nationalism to political correctness, the gap between the ideological left and right in the United States – or liberals and conservatives, in the common U.S. parlance – is significantly wider than the ideological gaps found in the European countries surveyed. In some cases, this is because America’s conservatives are outliers. In other cases, it’s because America’s liberals are outliers. In still other cases, both the right and left in the U.S. hold more extreme positions than their European counterparts, resulting in ideological gaps that are more than twice the size of those seen in the UK, Germany or France.

On issues of “belonging” or what it takes to truly be part of a country (e.g., to be “American” or “French”), those on the ideological right in all four countries are more likely than those on the left to say being Christian, speaking the national language, sharing the country’s customs and traditions and being born in the country are “very important.”

Across all four items, though, the ideological gap in the U.S. is larger than in other countries. This is often – but not always – because the views of America’s conservatives stand out. (The U.S. survey was fielded in November and December 2020, after the presidential election but before the inauguration of Joe Biden.)

For example, around a third of U.S. adults who place themselves on the ideological right (32%) say being Christian is very important for being American, but no more than 17% on the right in any other country say the same.

When it comes to the importance of being born in the country, around a third on the U.S. right (32%) think it is very important for being American, compared with no more than 24% of those on the right in any other country. Similarly, those on America’s ideological right (57%) are more likely than their counterparts in France (47%), Germany (39%) and the UK (29%) to say that sharing national customs and traditions is very important to national identity.

The pattern is somewhat different when it comes to speaking the country’s language. While the overall ideological gap is again wider in the U.S. than in the other three countries, America’s liberals are notably less likely than their counterparts in other nations to see speaking English as critical to being American. Only around a quarter of the left in the U.S. (24%) say it’s very important to speak English to be truly American, whereas at least four-in-ten of those on the left in every other country say the same about speaking their national languages.

The ideological left in the U.S. also stands out in its views of whether immigrants want to adopt the country’s customs and way of life. Around eight-in-ten Americans on the left (79%) say this, compared with around two-thirds or fewer in the other countries.

Waning Confidence in US Democracy

The surge in partisan polarization in America has made it a rarity that Democrats and Republicans could ever find common ground on an issue. However, data from the new January 2021 American Perspectives Survey (APS) reveals one important area where Democrats and Republicans seem to agree. Seventy percent of Democrats and 66 percent of Republicans agree that American democracy only serves the interests of the wealthy and powerful. This sentiment isn’t surprising considering the trend of populism gaining traction on both the left and the right. On the Democratic side, politicians like Senators Bernie Sanders and Elizabeth Warren have advocated for increased taxes on billionaires and large corporations. Likewise, some very conservative Republicans, such as Senators Josh Hawley and Marco Rubio, reflect the growing economic populism attracting many on the right through their support for legislation curbing the powers of Wall Street and corporations.


The view that American democracy only serves the interests of the wealthy and powerful is strongly felt among younger partisans ages 18 to 29. Nearly eight in 10 young Democrats (77 percent) and Republicans (79 percent) agree that democracy only works to benefit the wealthy. Older partisans (ages 65 and older), also agree, but by significantly smaller margins. Sixty-two percent of older Democrats and 59 percent of older Republicans say democracy only serves the wealthy and powerful.

In a Harvard Youth Poll conducted last spring, only 8 percent said the government is working as it should be. While young people are more pessimistic about the state of government, slightly more said they would rather reform American institutions than replace them entirely. Fifty-one percent of young people said the government has problems, but they can be solved through reforming the institutions we already have, not replacing them. A sizable minority (39 percent) of young adults expressed support for doing away with current institutions and creating new ones to replace them.

Not only do younger Americans express greater skepticism about American democracy, their doubts extend to feelings about being American and whether the US serves as a moral example in the world. Younger Americans express far less pride in their nationality than older Americans. In the APS data, seniors are more than twice as likely as young adults to say they are extremely proud to be American (23 percent vs. 55 percent). Older Americans believe more strongly in American exceptionalism than their young adults. Seventy percent of older Americans agree with the statement, “If more countries adopted American values and way of life, the world would be much better off.” Only 43 percent of young adults agree.

Attitudes on Patriotism and American Exceptionalism

Despite a lackluster federal response to the COVID-19 outbreak and a violent assault on the US Capitol, Americans remain firm in their belief that American culture and the American way of life are superior to others. More than half (53 percent) of Americans say that the world would be much better off if more countries adopted American values and the American way of life. Approximately four in 10 (42 percent) disagree with this statement.

There is even greater agreement among the public that the US has always been a force for good in the world. Nearly three-quarters (73 percent) of Americans agree, while about one in four (24 percent) reject the idea that the US has been consistently virtuous in its actions abroad.

Fewer Americans believe the US has a special relationship with God. Nearly half (45 percent) the public believe that God has granted the country a special role in human history. Roughly half (49 percent) of Americans disagree.

There are massive generational differences in views about American exceptionalism. Young adults are far more likely to challenge notions that the US serves as a moral beacon. Less than half (46 percent) of young adults (age 18 to 29) believe the world would be better off if more countries adopted American values and lifestyle. In contrast, seven in 10 (70 percent) seniors (age 65 or older) agree with this statement. Young adults are also far less inclined to believe the US continues to be a force for good in the world.

Overall, most Americans feel proud about their national identity. More than six in 10 say they are extremely proud (34 percent) or very proud (28 percent) to be an American. But this sentiment masks considerable cleavages among the public along the lines of race, political affiliation, and generation.

There are sizable generational divisions in feelings of pride about being American. Older Americans express much more pride in their nationality than do younger Americans. In fact, seniors are more than twice as likely to say they are extremely proud to be American than are young adults (55 percent vs. 23 percent).

No religious group expresses greater pride in their national identity than white evangelical Protestants. More than three-quarters of white evangelical Protestants say they are very or extremely proud to be an American; half (50 percent) say they are extremely proud. More than four in 10 white Catholics (46 percent) and white mainline Protestants (43 percent) also report being extremely proud about their national identity. Considerably fewer Hispanic Catholics (29 percent), black Protestants (27 percent), members of non-Christian religious traditions (26 percent), and religiously unaffiliated Americans (20 percent) report they are extremely proud to be American.

Bush, Reagan, Discrimination, Founding Principles

Attacks against Asian Americans and Pacific Islanders grew so bad in the early days of the coronavirus that the Asian Pacific Policy & Planning Council launched a website to track them. In its first two weeks, the STOP AAPI HATE website received over 1,100 reports of physical assault, verbal harassment, and shunning of Asian Americans...
Current events highlight the pitfalls of sacrificing precision in order to create “bumper sticker” talking points that crudely shape public perception for political purposes. Sadly, this is a tactic used across the political spectrum, but that doesn’t excuse it. The American people should hold their leaders accountable on such issues, regardless of political affiliation, and not allow “whataboutism” to compromise principles. And while it’s unrealistic to attribute a single cause to any rise in discrimination related to the global pandemic, having clear, consistent, empathetic, and trusted leadership is a factor.
While such leadership qualities foster stability in any time, their importance increases in a crisis because societal tensions are higher. Used together, they steer frightened and frustrated people away from fear, suspicion, and paranoia.
Look at the example of President George W. Bush following the Sept. 11, 2001 attacks. Angry people were channeling their rage through unacceptable violence against Muslim-Americans. Six days after 9/11, President Bush appeared at the Islamic Center of Washington, D.C., flanked by Muslim American religious leaders, and offered a strong rebuke of this persecution.
In doing so, President Bush stripped away any cloak of “patriotism” that some individuals might have used to justify bigotry and violence, stating, “Those who feel like they can intimidate our fellow citizens to take out their anger don't represent the best of America, they represent the worst of humankind, and they should be ashamed of that kind of behavior.”

Unfortunately, leaders aren’t always quick to acknowledge and repudiate violations of our founding principles.
More than 40 years after Japanese Americans – having been stripped of their dignity and rights as citizens – were released from World War II-era internment camps, President Reagan offered reparations from an ashamed nation. He stated: “We gather here today to right a grave wrong… 120,000 persons of Japanese ancestry living in the United States were forcibly removed from their homes and placed in makeshift internment camps. This action was taken without trial, without jury. It was based solely on race...”
